What to do - promised offer hasn't arrived

Short version: verbally offered job at weekend (after interviews etc). Promised to send email version letter of intent by Tuesday at latest. Nothing yet. Have been in touch to arrange meeting on Monday to go through details. I'm not going to meeting until I've got something in writing. How to handle gracefully?

Call to double-check that they have your correct email address - approach it from a point of view of being concerned that something must have gone wrong with the actual transmission of the email rather than that they haven't yet sent it! If they say they haven't actually sent it (hopefully with a good reason) ask for a revised time by which you will receive it in order to prepare for Monday's meeting.

I wouldn't panic yet. Most companies I've dealt with have failed to live up their promises on how quickly they'll sort job offer paperwork. But it is also worth checking if they have your correct address and so on.

You're quite right to wait till you've something in writing; I had a job offer pulled because they had a headcount freeze come down from on-high between the verbal offer and the paperwork coming out.
