Hello, as a freelance bidder for government contracts, if you were commissioned for a completed proposal,
had attended discussion meetings, and heard that some of the commissioners were considering a commission arrangement for successful bids, successful bid instead of expenses, earning 10x the advance payment, would you walk away and try to bill for the meetings, even though you have produced no submission.. or would you start a dialogue about rates?
