Any help to buy equipment (laptop and camera) for a small business?

I'm self employed and need to buy a laptop and a camera so I can work (doing something similar to family photography and wedding videos) - is there any programme to help people who are starting to buy equipment?

I'm looking for discounts, or maybe VAT exemption (but I'm not VAT registered, as I make so little money that it doesn't make sense).

Write a business plan and then go to the bank for a small loan.
