I'm researching a startup to promote women in tech.

It will be a platform that connects women tech freelancers with projects all over the world - think Odesk (if you're familiar with tech freelancing) but all the contractors are women.

My question is if this is actually legal? Is a contractor subject to employment laws? I'm not actually hiring any of these women myself - I am matching them to contracts with other people and taking a fee. The hirer is not actually excluding women from their search because they are not obliged to use the contractors I put forward, they are just choosing to consider my pool of contractors (who happen to all be women).

I suppose you are effectively a recruiter and so subject to any rules that recruitment consultants are.
