What are the responsibilities of the Library Adminstrative assistant?

I have found a job advert but they do not specify the list of job responsibilities for this post. Also they did not specify the salary. I do not know how to approach them with such questions. Thank you for any suggestions.

Phone them up and ask for an application pack/job specification?
