Small businesses, what would you pay for PR?

I've got about ten years experience in PR, journalism and communications and I'm thinking of setting up my own PR venture. I'd like to target small firms to start with but won't be specialising in any particular industry sector as I'd like to keep things as broad as possible for now.
If anybody is currently paying for PR or marketing services, could I please ask what you are paying, and what you receive for your money?

A lot will depend on where you are - eg London or elsewhere and whether you work from home or plan to have a "real" office with staff etc since that increases overheads a lot - but then people expect to pay more.
Sadly, these days, sites like PPH - peopleperhour - have reduced the price you can charge for pretty much everything unless you are approaching businesses which are not switched on to the web and searching for prices.
There is a "top" rated person doing PR on pph and she is charging something like £60 for a professional press release/with amends/with free distribution to hundreds of media outlets etc.
Of course there are many people who would pay more for the services of a local person who can meet up with them.
