Taking holiday

My friend asked his employer for holiday in November for 3 weeks, the boss has comeback with a very spurious reason and said can he take it in in July when the most of western Europe is on holiday. The boss is western Europe based but there is no reason for DF to synchronise holidays, the co is a multinational. I work in the same profession and there are times of the month and year when we wouldn't take holidays but November is not one of them nothing goes on at this time of year. Besides if there was something planned she didn't tell him that and surely it can be done ahead give the 10 month notice period.

Last year he was off for 2.5 weeks and told them in September and it was approved.

Some backstory, DF is very senior but has been on bad times is working in a much smaller company in a slightly lower position than normal but gets paid quite a bit. He is not on good terms with HQ because they are quite crap and they are quite jealous because of his higher salary. one of them (lets call him C) was trying to get the 'big job' in Europeand when he came down to London to meet my DF - C is/was not DF's boss - told him that my DF's job was at risk. DF's MD went berserk and told off Europe for how this was handled and also that she wont stay in her job if DF was let go. In any event, C's power grab didn't work and his plan was binned and he stayed in his job.

I think they're just trying to piss off my DF so that he'll go. But in any event, what are his rights regarding this?

Very few rights. He is entitled to at least 5.6 weeks paid holiday (or more if his contract provides for more), but is not entitled to insist on taking days of his choosing. As long as he gets the right amount of time off, his employers can tell him when to take it if they like.
