Interview - not heard!

Hi am in a bit of crossroads at work. I have a good standing at work but keen to be promoted or start having the discussion of what I need to do - but my manager keeps cancelling one to ones and I feel her projects come ahead of me yet she seems to find time to talk to my line managees once a week. I only got my interim appraisal form about a week ago but I just told her the main one was due. I asked if she'd completed it but she ignored my email. We have to,be in the system to qualify. My head of dept was going to get me to report into her initially but she said this line manager 'would hav more time for me' yet I speak and work with the head of dept more. Would like to say something to head of dept, but she thinks my boss is the bees knees.

One job close by to my home has advertised for a manager role. I said I was looking for director role but HR said one of the jobs may be flexible. I did a good first interview and they were keen to proceed. I had the second interview one week ago and I broached the subject of what HR had said to me ie there was flexibility in the level of the role. The interviewer said he'd speak to Japan and he hoped it would be possible. But I haven't heard anything, no holding email or anything. Do you think I have blown it? I'm not sure if I would take the job as there are a few cons (ie working in office full time whereas I currently work FT at home, I currently do 5 days in 4 which allows me to have a day it the kids, new job not flexible with holidays ie if Japan wants you to do something, then you do it regardless of if holiday is booked and finally they may be moving to london and they asked if I'd go to London one weekin four). You may wonder why I'm bothering - the experience I'd get would be amazing esp if I could stick it for a few years), would get trips to Japan and a bit peed off where I am. Would look at the package as a whole. So id be a bit disappointed if I'd blown it but don't want to push in case I turned round and said naw. Sorry - long post. BTW would not use as bargaining in current role as they don't do the whole trying to change your mind thing as I've seen good people come and go. Sorry, long post....
