Leaving whilst suspended

A colleague of mine is suspended from work whilst they investigate a complaint of harassment against him. He did not do this- it is entirely fabricated by some unpleasant women who are jealous of his position and want him to lose his job. The company have not dealt with it at all well, and regardless of the outcome, my colleague will not return to employment there.

How would he stand if he handed in his notice now? Would they continue the case against him? What sort of a reference might he be given? Any advice greatly appreciated, the stress is killing him.

Reference depends on the company, but it might well say that he resigned while under investigation

If he didn't do it, it seems to me that he would be better off waiting to be cleared and then resigning. He can use the time while suspended to look for another role.
