How to say what you feel professionally

We've had a lot of changes at work recently and I'm feeling unsettled. I have a new manager (originally I was offered a whole team and I would report into head of dept - but I didn't want to have so many line reports) - but instead was given a new manager and she does a lot of operational stuff. She also said that Michelle would have "more time to give me". She was given automatic promotion from Associate Director to Director and these automatic promots have annoyed me (ie they are getting rid of 'Associate director' layer). What is annoying me is she keeps cancelling our one to ones because she is too busy. She reduced it to half an hour today, but then said "do you need a chat or can it wait" - so I've said, wait till when. I'm on holiday all of next week and you are on holiday the following week? She then said I wasn't there (she IMed me at 12.09 pm when the meeting was supposed to start at 12.00 - but I was getting some tea in my house as I am home based and expected her to call) so now she is blaming the fact that "I wasn't there" on the fact we couldn't have caught up for 21 mins. I've said to her its important we keep these calls going - she agreed but siad "you weren't there". I am soooooooooooooo angry with her. We also had to have our interim reviews done by 30th Sept. We had the interim review and she does accept I should be at director level but because we are top heavy, I was going to have to be patient and go with it (I had to remind her re interim review). I have 3 staff, am busy but got all my reviews done on time. I asked if I was going to get a write up - she has said 'sure' but I still haven't seen it yet. I am her only direct report! Its not as if she has a huge team. And I'm not sure if now I'll be able to upload the write up into the system. I went for a job interview yesterday for Associate Director. Its a dept wanting to expand and I'd be able to really mould how that dept looks (even though its a bit of a risk). Should I pursue it further? I like my current job but dont' think director level is going to come anytime soon and I'm very frustrated. T

It's not clear from your post what you want to be a director of
