Can an employer enforce a change of office?

DH works 25 miles from home so a 50 mile round trip.

His employers now want to base him 39 miles away making it a 78 mile round trip.

He has been told that as far as his manager knows he is going there until January and then back to his usual base.

DH doubts this is the case and thinks this move will be permanent.

Thing is for 13 weeks his employer will pay the difference in fuel. But we cannot afford the extra fuel is it becomes permanent. It is just way beyond our reach.

Any advice? His depot manager is telling him he doesn't have a choice and has to go.

What does his contract say about where his job is based?
Often there is a clause about other offices.
