Standard application form do I write a covering letter?

A job I am going for has a standard application form that is to be send via email.
Do I write a covering letter?
Do I write it as a separate document and attach it with the form?
Or as an email then introducing the attached application form?

I have been over thinking this somewhat but I really want this job!

yes, write a few cover lines (introduction) in email & include a cover letter as attachment (separate document from the application).

Not a bad idea to phone about 2 business days later to ask if they got your application okay and see if you can think up any questions to ask about the job, too. Try to speak to the person in charge of recruitment rather than the receptionist. Introduce yourself properly, super polite, etc.

ps: in cover letter say any the stuff (briefly) that application didn't ask for, about what skills you bring to the job that should make them want you over other applicants. Else just say same selling points with a different details (get the buzzwords in there).

I think I need to google covering letters!
They didn't include a person spec in the advert so I've had to google that.
I don't want to repeat myself.
I don't know how to say 'pick me I'm the one you want!'

I did a load of employment workshops over the summer; maybe if the application focuses on facts & skills that you offer, use the letter to communicate enthusiasm. Sell yourself as a team player, conscientious, energetic, positive attitude, etc. KEEN.
