working for council - new contract

my SIL started a new contract with he council and in the contract it says that she is on x spine of x grade salary. in the paragraph about increments in salary it says N/A. In the the letter of offer ( letter before the contract) it stated that increment would apply after 6 months of employment until final point in the grade is reached. so why does it say N/A in the contract? does it mean that she is on the highest spine?

Your SIL needs to ask HR to clarify their letter, ideally speaking to the person the letter is from.
