HR are primarily there to protect the interests of the employer and ensure they are carrying out legally-prescribed employment laws.
'Reporting back' to line managers is purely a matter of circumstances and judgement.

If there were a claim brought against the employer, any knowledge HR had about the matter would be imputed to the employer. This means in practice there should be no secrets between HR and management.

A good hr person would be fairly open about how they would deal with the information they had been given - often people will talk to hr because they have a problem or issue and that would need to be dealt with somehow. And hr don't have much power to solve things directly but they should have a lot of influence and the ear of the management.
