someone told me in european law, if you are off sick from work and cant use up your holliday you can carry it over to next leave year. is it true? or do you need a nice boss? should i ask in legal instead? asking for my friend who has been ill.

you need to read the sickness absence policy.

I'd have to provide sick certs, report unavailability as per the reporting system before receiving annual leave. in relation to carrying over into a new year, it would be up to 5 days and in agreement with the manager....this is the same for all employees, sick or not.

Yes you can carry over holiday where you have been unable to take it due to long term sick leave. It's a legal entitlement, nothing to do with whatever sickness policy the employer has, see here
