If I wanted to use my box room to do gel nails, how much would the council want for business rates?

I'm not sure what the rules are in general about setting up such a thing in your house, but rates would probably be the least of your worries. Insurance for that sort of thing will probably be astronomical.

business rates only apply to business properties - not an issue

getting the insurance etc will be the tricky bit

Is it a council property or your own home?
I have a council property and my tenancy agreement says we are never allowed to use the address as a business address - would this affect you?

I think the rules are that you are allowed to use a room for business and not pay rates as long as the room is not used solely for the business. So just stick a computer in the corner and say it is your computer room as well. Insurance would need to be through one of the beauty insurers. I don't think you would have that much trouble securing insurance.
