So I saw a job advertised online, which looked brilliant. Pay above the going rate. Advertised through an agency. Spent several days trying to get through to the agency. Email not replied to. Phone calls not returned. Got through to someone today who said the job was filled "yesterday" but encouraged me to leave a CV with them.
I strongly suspect this job never existed and leaving a CV would be pointless. Does this seem like a reasonable interpretation to you or am I being cynical?
The job was delivering benefits advice for a housing association.
Do Housing Associations use agencies to recruit? I previously worked in the voluntary sector and they never do.

no you're not. this is exactly how recruitment consultants operate. They want as many candidates on their books as possible so that they can fill vacancies well and quickly when they do come in - remember their client is the company who pays them, not the candidate, so they're quite happy to treat candidates like crap because the market dictates that they can.
