what does this mean? It's on a job advert I'm looking at. Any ideas?

I'm no expert, I just happened to be looking up about something else. Is the job paid by the hour? It seems to mean holiday pay that is included in the hourly rate so that when you take leave, the employer doesn't pay you. (Agency work often paid like this). It looks like they can't do it anymore.
