I will go to work when I am on a 38 week of maternity leave. can my husband take a paternity leave of 14 weeks? so that it fills up 52 weeks?

Yes. This is called Additional Paternity Leave. See this website.

If you go back to work after 20 weeks or later, then your DH can take up to 26 weeks leave after you have gone back. Howeever he can't take leave at the same time as you are taking leave - you must have gone back to work before he goes off.

OK. that is good. also, I have a question: after his Paternity leave can he request the employer to work part time ( so 4 days instead of 5) ? - I know it will involve the paycut...

He can make a request and they have to consider it but they can say no if they have good business reasons. He can also request to work the same amount but at different times (ie flexible working) for example starting earlier and finishing earlier. have a look here
