After 4 meetings for my review at work and 9 months of badgering them/waiting I still don't have my written feedback to set my KPIs ( key performance indicators). That is the process set out by my company, I review the written feedback from my colleagues and set my goals . I have emailed the notes from each meeting with action points, but have not received a response let alone any movement on the actions. I mentioned this to HR as I am seeing no progress and feel I am being marginalised as I'm now 5 1/2 mths pregnant and they don't see my career progression as a priority... was I unreasonable to escalate this to HR?
after all these are THEIR procedures not mine!

Sorry, it's not quite clear who "they" are and on whom the responsibility to submit to you the KPIs falls - you/a lone manager/the managers of the colleagues to send feedback? I think you need to explain a bit more as it's a little confusing. If things aren't happening as they should, HR should be made aware.
