Bullying and harrassment

What is the difference between them and does one necessarily follow the other?

I think that you could harrass somebody inadvertantly. Bullying is a considered attack upon a person.

I remember being given an official definition on a course a long time ago. I think it was bullying was in line with the general meaning of the word and harrasment was tied to exercise of specifc rights - e.g. I raise a grievance / use time for union duties etc and then I'm the only one not to get a pay rise, that might be harrasment.
That was before the most recent rounds of employment law though, so may not be up to date.
