Walked in on boss having sex. What can/should HR do?

This happened to a friend and it is his word against hers.

He has a couple of other sex related complaints logged against him.

Who was he having sex with?

A known partner, his boss, a colleague of similar standing in the organisation, someone from a different part of the organisation, or someone he has management responsibility for?
