Employer making my life difficult. What to do

I work part time for a small company (less than 20 employees) and have done for 5 years.
My boss is the MD. I cannot please him whatever I do. He seems to have it in for me. Eg, I am not allowed to be in negative figure for my flexi time yet other people are never pulled up on "owing hours" to him.
He has issues with me taking holiday, how much holiday I get, flexi time issues, working from home (which other people are not pulled up on) I am over looked for pay rises (I have never had a pay rise, he denies that he has given them to other employees although I know this is true). Has made remarks such as "you've had 2 lots of maternity pay out of me".(actually untrue but still..)
He is a poor manager, rarely speaks to me, but will email my inadequacies

He would love to get rid of me and if I am honest, I would love to leave as I cannot abide the atmosphere anymore.

I am applying for other jobs, but nothing has come up yet.

Is this constructive dismissal if I resign?

Can I ask some questions?

Does your contract state you work flexi time and what are the arrangements for this? Is he in breach of them?
Does your contract state you can work from home, and what are the arrangements for this? Is he in breach of them?
When you say he 'has issues' with you taking holiday, what do you mean? Does he actually allow you to take your full entitlement or does he refuse your requests meaning you don't actually get enough holiday?

Have you ever raised any kind of formal complaint/grievance about his treatment of you?
