Web developer needed. Any recommendations?

I was just wondering if anyone had used a web developer and could give me a recommendation?

I have a brief and have written the text for the site and the terms and conditions. I need someone who is able to do code/databases etc rather than a web designer (I think although I maybe wrong and there maybe someone who can do both sides).

I've had someone working on this but they have totally let me down and now won't answer any emails/phone messages.

Any help/recommendations would be really helpful. Thank you.

he did my DH's one. On price, just about on time and exactly how we wanted it
(he knows both this and my real name)
I now manage it but when I cock something up he always sends a message about how to correct it.
