Neighbourhood delivery job - a bit of advice

Doing a job application and you know how it is when you go over and over something and it never looks right. Any useful tips on the following (the bit in brackets is a stumbler)

A detailed understanding of the national, regional and local context within which integrated neighbourhood delivery operates

(both within and external to local authorities. )

Been up a long time, and without coffee....so.....are you saying this is part of the Job Specification, ie successful applicant would have this detailed understanding? When I know, I will try to get my head round it, which may help, or may not. What is the Job Title, might help us get more of a handle on it?

"delivery" in what context? Delivery driver or delivery if services?

Assume delivery of services - my problem but if you are applying for the job assume is not your I don't know what inegrated neighbourhood delivery means exactly -
with and externeal to local authorities - I assume mean sometime the LA does it and sometime other organisaitons -charities I guess in general -would do it it
