i have a great business idea for the web but how do I go about getting someone to do the I. T side of things?

Depends on what it is you are wanting to do - some things are complex whereas other things you could do yourself.

Perhaps start by having a quick chat with a local website development company to see what sort of thing they offer, what sort of cost is involved. However before doing so, do have a very clear idea of exactly what it is that you want.
