Is it normal to be paid 'in lieu of notice' rather than as redundancy?

Yes - it is unfortunately normal.

If you were made redundant you would normally get a payment for redundancy (tax-free) + either work your notice period or be paid in lieu of it. Depending on the wording of your contract, pay in lieu of notice is taxable.

Hope your health starts improving soon.
