Can anyone advise on KIT days ?

I am having issues with work over my KIT days, despite having been told that I can come in and just do work I am now being told by HR that policy is that they are only for training purposes.
This does not seem to match what the DWP website says about KIT days which says that they can be for anything including training but can also be just to ease you back into work. I was planning on going back in one day a week once DD starts nursery for the 5 weeks before I am due back at work - I thought this would be a good way to get back into the swing of it.
I know that an employer is not able to make you come in but am I able to insist on my entitlement ? We really need the money.

I'm afraid you can't insist. It's up the company and the employee to agree and neither can force the other. It's also totally up to the company if they have a policy about how KIT days are used.

Not the answer you wanted I realise...

Yes, I had no say over what I did on my KIT days, I requested time to catch up on emails/memos and then was given scut work to do 'to fill my time'!
