Maybe he just identifies as 34.

I actually find the BBC article honest for once. The headline is "Trans rapist who 'robbed' girls of innocence jailed for nine years," rather than "Woman rapist...", and though the first sentence says "Transgender woman", this could be confusing to the uninitiated. Until we can erase "transgender woman" and "transwoman" from the language in favour of something that centres "man" this will continue to be the case.

As for the sentencing, yes too low.
