'Nex Benedict’s rapist moved to my state a few months ago, per my research and Jeremy Lee Quinn’s interviews with his neighbors today. He also changed his name from James Everette Hughes → James Everette Tsang —> Chloe Elizabeth Hughes. He's registered as female. The California Megan’s law website and Arkansas inmate website records “Chloe” and James as looking similar, having the same tattoos, being the same height, and having the same birthday. They're also on the registry for the same reason.
On a hunch, I checked Arkansas sex offender registry and discovered there was no “Chloe Hughes” registered. This means that were he to return to Arkansas and fail to register - which it seems he's had a history of failing to do - he would have a new name, a new physique, and new identity documents from California. In a casual interaction with police, or when renting an apartment or applying for a job, this identity may not trigger any sort of regulation by the state were he apprehended, allowing him to move back to the state and set up shop at his leisure.'
