Same as the Welsh Government, "waiting for someone else to tell us what to do", how do these bodies even qualify for the description of governments.

'A senior SNP backbencher has said she feels “ashamed” over the Scottish Government’s failure to implement the landmark ruling on the definition of a woman.
In April, the UK Supreme Court ruled that, in the 2010 Equality Act, the term “woman” referred to biological sex, not acquired gender.
The ruling was expected to prompt a slew of policy changes relating to single-sex spaces, but the Scottish Government has yet to issue relevant guidance.
Feminist campaigners assembled outside Holyrood on Thursday, calling on SNP ministers to demand action based on the ruling, issued 20 weeks ago.
Speaking to hundreds of protesters, Michelle Thomson, the MSP for Falkirk East, told them: “I have to confess some shame here.
“I’m here as an SNP MSP and I’ve been right here from the start – I am ashamed that my Government has so far failed to accede to the win in the Supreme Court.”'
