Webberley gets very enthusiastic talking about surgery:

'Actually, down below, um, it's, it's just amazing if you - if you look, look at
embryonic development, um, what turns into what you know the female, um, vulva uh, is is the scrotum and so if you just kind of remove the, remove the testicles and refashion it you you end up with a female vulva.

Um, there's a beautiful entrance into the pelvis which is, is where the vagina goes and simp - and it's there whether you have XY chromosomes or XX chromosomes - so you can just invert it and put some skin in um in, in, in various different ways. Um, and then you can you can, um, create a, a beautifully um aesthetically pleasing um vulva and vagina. It's, it's amazing to watch as a, as a doctor I find it absolutely fascinating'.

how is gender gp allowed? She’s got no licence and is de registered? So she employs other doctors to prescribe and they are abroad?

She's not medically practising anymore, instead she's doing some sort of vague 'educational' work.

So yes, other docs will do the prescribing.

'FAQ: Will you still be a doctor?
Dr Helen Webberley: My medical qualification gives me the right to be known as a doctor. I qualified from Birmingham Medical School in 1992. As a result, I will always be a Doctor of Medicine. I am immensely proud of this qualification, and I hold my head up high.
I fiercely fought to keep my license to practice during my GMC investigation process. Still, even after the High Court declared me safe to practice, the GMC has chosen to withdrawal my license. That saddens me greatly, but my work will continue.
FAQ: Can you still treat patients?
Dr Helen Webberley: What will change now that I don’t have a license to practise medicine in the UK?
I can talk to people, I can share my knowledge, and I can signpost people to recommended guidelines and resources. However, I won’t have a license to give individual, personalised medical advice. I won’t be able to say something like, “Based on what you have told me, I will make this diagnosis and I will prescribe this medication.”
I won’t be able to diagnose medical conditions nor prescribe medication. I won’t be able to carry out and interpret investigations nor act on the results. I will be unable to sign death certificates or other types of medical certificates. Additionally, I won’t be able to have a consultation with a patient that results in me giving them medical advice or treatment.'

The interesting thing about the registration page is that it doesn't match what she says. "Administrative Reason" usually means the doctor hasn't paid the registration fee, or the GMC can't track them down because eg they haven't updated their address. It's action the GMC takes itself.

Dr Webberley's account is that because there is "no exam for treatment of transgender people" she voluntarily relinquished her license. If that had happened, the register would say "Not registered – Having relinquished registration."

It is possible to remain registered without a license. This is what happens if a doctor has done nothing wrong but cannot revalidate (a process that happens every five years) because they have not worked enough in that previous five years to complete revalidation - eg because of illness. This is what seems to have happened in summer 2024, when Dr Webberley was unable to revalidate as a GP as she was not really working as a GP and was just doing "gender medicine" - which is not recognised by the GMC, so is not something one can revalidate in. I think this is what she is describing in the link posted above, and the register shows her as registered without a license between July and October 2024. (It doesn't mean the GMC "took her license away" as she says - because the license is something that exists only if you fulfil the requirements for it, you either revalidate or the license doesn't exist. If you are found impaired and practice is restricted, that that restriction is on both the registration and the license.)

She now appears to have no relationship with the GMC, either by accident or deliberately. If one is a registrant but has no license one is still bound by some of the GMC's codes of behaviour. The GMC has taken action against doctors for social media behaviour that is far less inflammatory than this, but no one can ask the GMC to take action as they cannot remove a registrant who is no longer a registrant! Although they potentially can take legal action against former registrants and licensees who they perceive as bringing the profession into disrepute if the individual is using the status of being a doctor as part of the behaviour the GMC objects to. If anyone is concerned that this current behaviour reaches that threshold they can alert the GMC via the "concerns" section of the website. (I honestly don't know what kind of conduct would warrant a GMC response when a doctor isn't registered, but I suspect it would be things like continuing to practice medicine - which she doesn't seem to be doing.)

Thanks, AnonMedic, that's interesting. It's all a bit murky, isn't it?

I've lost a fair bit of respect for the GMC recently. Dr Upton being de-regged and re-regged as female, for one. Another doctor convicted of sexual abuse and yet not struck off, somehow.

I'm not clear what exactly it would take to bring the profession into disrepute.
