I don’t think that's right. There are in person delegates to CSW and it's not easy to become a delegate. Usually representing NGOs or states. It's not clear to me in what capacity Pips is going.

I think because you don't apply as an individual. NGOs and other civil society organisations participate in the process (which isn't just a meeting, it's a multi year cycle of reports and shadow reports and country level meetings). It's not an event you can get a ticket to like a conference, it's a long process with defined participants. Pips is likely to be going with a civil society organisation.
