Upton and Fife joint representation - why?

Do we know why NHS Fife and Upton are joined but separate i.e two respondents represented by same legal? I saw a comment on a trans Reddit that Upton didn't want this but was in some way forced, which I take with a pinch of salt but maybe?.
My experience of legal proceedings is as a social worker in family court. Respondents (parents) in public law often think they can be represented by the same person. They can't for obvious reasons.
It makes no sense that it's happening in this case and wonder if its commented on anywhere?
