Yes, that's correct but until recently he was dead set on trying to get the rules changed so he could stand for reelection.

So maybe the row over the boxers has had an effect on what he thinks his chances are.

I read or heard yesterday, that Bach acknowledged that the boxing scandal was the reason why he was stepping down. Whilst looking for that source, I came across this little gem: "...Bach was sharply criticised for being far too soft on Russia and for ties to Russian President Vladimir Putin, who was the first to congratulate him by phone just seconds after his election in 2013."
