The Inclusion at Work Panel (IWP), short url: rb.gy/vvncoa held meetings & workshops with all stakeholders.

Among other things, IWP discovered: Estimated cost of 10,000 EDI jobs in UK, £557m. Almost twice number of EDI workers in UK than in any other country.

Misinterpretation or misapplication of equalities legislation, with financial and reputational cost. Freedom of speech and expression issues difficult for non-legally-trained managers.

Employers want 'to do the right thing' but cited barriers, including 'fear of saying and doing the wrong thing'.

Fear being discriminated against because views did not align with perceived dominant culture.

Perceived lack of freedom of speech in censorious work culture.

Frank discussion, about efficacy or neutrality in EDI practice, discouraged.

SUMMARY of recommendationsWe recommend that:The government endorses a new framework (outlined in Recommended framework for D&I success) which sets out criteria employers might apply to their D&I practice, for effectiveness and value for money.The government funds, and works with, a research partner to develop a digital tool similar to the Education Endowment Foundation’s ‘Teaching and Learning Toolkit’.[footnote 3] This will allow all leaders and managers, in every sector, to assess the rigour, efficacy, and value for money of a range of D&I practices. It will also ‘nudge’ commercial or activist providers of interventions to evaluate and prove impact. The Equality and Human Rights Commission (EHRC) explains and clarifies the legal status for employers in relation to D&I practice, with particular focus on the implication of recent rulings for HR policies and staff networks.The last recommendation might be useful for the EHRC consultation.

I think that report is yesterday's news - this agenda won't be going forward in the same way as under the Tories. Especially not now Sunak has appointed a different shadow minister for Women and Equalities. I expect Labour to approach workplace inclusion very differently.
