Several sporting bodies have stated their position since then. Harper's study has been scrutinised and its flaws highlighted. I'm hoping his thinking will have been forced to move on a bit.

Just to vent: I cannot stand this argument "yes, you can of course find if you look hard enough a few examples of transgender athletes who have gone on to perform well in their sports."
A few - really? For every transgender athlete who performs well (let's face it, men in women's sports) a whole chain of athletes has to move down one place, whether professional or amateur. So a whole chain of women lose out on their rightful medals, rankings, prize money, personal achievements. How can anyone not see that? How 'few' women missing out is enough?

Edited to add: and not just "perform well". Just by them entering, women have to move aside. Gah.

So let's see.

He say he may be wrong but he intends to support Trans identified men anyway.

He says he is worried "a circus is being created out of something that a) is not a huge problem in sport and b) further marginalises totally unthreatening people and creates a narrative of fear around them."

He has decided it's not a problem because it doesn't hurt real people. Only women.

And further down he admits to knowing about the vicious threats (to maim, rape and kill any women who speaks up), but says you can't blame them for that.

Apparently a woman wearing Adult Human Female T-shirts is the moral equivalent in his eyes

He is exactly the kind of person the BBC should employ. He will fit in nicely and if Labour win they won't have to hold back any more.
