Single sex toilets are for children 8 and over in schools or single occupancy which can be locked, which would be a risk in primary especially reception age. Nigh on impossible to police toilet use in primary, especially ks1, not enough staff and the fact they can use the toilets with more freedom, for obvious reasons due to lack of maturity, than older children.
The assault shouldn’t have happened but unless a single child in the toilets at one time policy is enforced or toilets are within sight of adults, it’s impossible to foresee the future. Certainly, when there are concerns over a child then a plan is in place. The question is, was that boy already on the radar?
