Unfortunately it has a long way to go yet to being reality.

It has to be added as an amendment to the new Criminal Justice Bill, which is still making its way through the houses of parliament. This bill has a fair number of controversial elements to it, including the compelling of criminals to attend sentencing, "nuisance rough sleeping" (i.e. making sleeping on the street illegal), and giving police certain powers to enter and search properties without a warrant.

I don't in all honesty know how likely the bill is to ever become law in its present format. It's quite 'hardcore'.
