Can SH appeal this? FLAC seem to be quite the 'mistruthers'. Certainly if they represented one side having told the other that they don't do these sort of cases at all. The 'endarkenment' have eviscerated so many organisations of their principles. My sister use to volunteer at FLAC in Mountjoy square ( a long time ago) and as a kid I used to accompany her sometimes (and be plonked in the waiting area).
