My eyes might be failing me, but I can't see the word "cis" anywhere either and activist meme makers love throwing that around, so I'd imagine it's likely just poor phrasing from someone GC. (Presumably because of the small amount of space/not wanting to write a huge paragraph to clarify further for the sake of the meme template as the points are already fairly wordy)
I also agree with @TheAntiGardener fully re; not viewing trans people as some monolith - there's plenty of trans people who don't agree with a lot of what's being pushed today!
