I do know who he is, but it's probably fair to say that his career foundered somewhat. Back in the 1980s as a young actor, he had a fair-sized part in a series Partners In Crime (Agatha Christie adaptations) starring Francesca Annis. Then he was in Threads, a particularly terrifying dramatisation of what would happen if there were a nuclear war (which was looking quite possible at the time) which I still remember. And then a sitcom where John Thaw played his dad. All within just a couple of years. For the twenty-something he was then, the future must have looked very bright.
Since then it's mostly been an episode here, an episode there; two years in Coronation Street in his late forties and two years in Emmerdale in his early sixties. He could have been doing a load of theatre, of course - but even in the 'big' theatres it's not exactly lucrative work.

So yes, I think the whole purpose of his faux-naive tweet was to draw attention to himself and get some work to replace his Emmerdale gig. He's in his sixties and the phone just ain't ringing these days.
