Such a weird story, but I assume it's some sad little bloke who gets a sexual kick out of frightening people.

I’m glad they seem to have caught the perpetrator (if it is only one) as this seems like flashing in that it could easily escalate once the thrill of scaring people isn’t enough.

I presume the strong earthy smell that stays in the air is because he’s stoned? He presumably lies in wait because I bet he only chooses to exhibit to non dog walkers. My dog would not be amused.
