Man who strangled woman given safeguarding job at Cardiff University

Cardiff University has launched an investigation after a man who was jailed for strangling a woman was given a live-in safeguarding job at one of their halls of residence. Former teacher Sean Hughes was sentenced to nine months in prison last December after injuring a woman's neck and eye.

The 40-year-old served half his sentence in custody before being released on licence — and recently started a live-in role as a residence life assistant at Talybont student halls where his responsibilities included "supporting vulnerable students and managing crisis situations".

Hughes, previously head of sixth form at the Kings Monkton private school in Roath, was working in the university role while studying a criminology course. When WalesOnline approached the university last week with questions about the appointment, its spokesman said: “We do not comment on individual student cases. However, considering the information presented we can confirm we are investigating to ensure all relevant information at the point of admission was presented in line with our policies."

Most students are >18, so adults. I know many students are vulnerable because of mental health conditions etc but I wonder whether this role is not strictly covered by the scope of DBS. It’s appalling that this individual was placed in this role, but there are limits on the DBS process. That said, I’d not want my kids in halls with this deplorable.

When doing a DBS you are asked if they will be in contact with children, adults, or both. He may not have been debarred but this should gave come up.

He should definitely have needed a DBS. I work for a FE training provider and all our staff need DBS checks, even the office staff. All our learners are 18+ too.

Hughes has declined to comment but WalesOnline understands it is his position that he disclosed his conviction when he applied for the university role.

If that’s true, whoever hired him should be sacked effective immediately. And there should be a serious investigation into whoever hired that person to see if there’s an institutional culture problem that needs addressing.

As I said on the other thread - surely there were other applicants who had not strangled a vulnerable woman??

As another PP said - who else are they employing with dangerous behaviours if this is the standard of their recruitment…?

I’d be furious and frightened if my DC were in halls with this person - let alone someone who has responsibility to look after people! Beggars belief. What were they thinking?

He’s not technically staff.

That said, I work for a charity and we DBS anyone that will have close contact with adults, children or vulnerable people.

@PronounMadness ’not technically staff’ wouldn’t cut it for supposedly responsible people looking after my kids away from home for the first time - literally in loco parentis at their university…

That’s partly the point I guess - the uni outsources this important role and can claim less responsibility.
