I disagree with the statement as I think gender is a societal level expectation/norm not something that is chosen, though someone can choose not to conform to some types of gendered expectations (ie you can choose how you dress but not always your personality), so I assume the statement means gender identity. BUT I agree that seeing a clear separation is great!

This is shocking. Is the DOE sanctioning this or are schools allowed to appoint whoever they like? How can we tell if a school uses an organisation like this?

Gender is a social construct and sex is not. This doesn't mean that gender can be chosen, though. Gender is the entire hierarchical system of sexed roles/stereotypes/norms that we are drafted into from birth. Even if I declare that I want to opt out, all of society will still impose the feminine gender on me.

Let's hope this is seen as extreme enough to have an end put to this once and for all
