At Bath Uni today for an open day. Went into the library. The only toilet in the library building (other two toilets closed for refurbishment) is gender neutral. Im sat waiting for my son. Not scientific admittedly but 99 % of the people going in are men. I’ve seen 1 woman and about 10-15 men.
So I go in. I lockable disabled toilet - no one can see under/over into it as it’s a separate room.
For the rest of the toilets it would 100% be possible to make them male and female due to the layout of the room. All cubicles where someone could look over or under. Who/where should I complain too?

The room had multiple cubicles only one of which (the disabled toilet) was completely enclosed? It's not surprising women were giving it a miss. Please do complain.

A toilet cubicle is not suitable for use by women unless it contains a sanitary waste bin. So you could start by complaining about that. Its not optional, its the law.
