There is also no question that a hard-drinking culture, which has largely disappeared from nearly every other profession but which persists in Westminster, contributes to a dysfunctional working environment. The combination of excessive alcohol consumption, long hours often far from home, and complicated power dynamics leads to boundaries becoming blurred and many women becoming victims of unwanted sexual attention.'
