Looks like one of the Councillors thinks they need to change how the complaints panel works so they'll be able to force the CPP to do as they're told the next time. Not threatening or anti-democratic at all.*

That struck me unpleasantly too. Unilaterally and unlawfully changing the rules to make sure they can force people to their will.

It made me think of Fudge in the Potter books declaring that 'laws can be changed!' when a decision made by the Wizengamot doesn't go the way he wants, though I'm sure there are many real world examples too!

Crispin Blunt's councillor mates can't just change the way the Police & Crime Panel works. I'm pretty sure it's all written into the parliamentary legislation that set up the Police & Crime Commissioner system in the first place, so they'd have to persuade Parliament to do it, I suspect.

And right now I don't think Crispin Blunt's wishes are being taken very seriously. He's tainted.
