The panel wouldn't take into account the content of the article unless it was agreed that it was now included into evidence. It is not relevant to the allegations as they were drafted.
However, the existence of the article may speak to AH's insight, remorse and judgement. Would the simple fact of working on the article at all at the same time as the MPTS raise a question about AH's ability to fully comprehend the seriousness of the situation. It's something the panel will have to consider from a procedural perspective. What inference, if any, can be drawn from the existence of the article? Whatever we may think about the article the panel's duty is to ensure that AH has a fair hearing and proper process is followed irrespective of AH's own actions.
