The extract implies that this is an article about TW. As usual. Is it 'fair and safe' for transmen to be included within the male sports category?

Are there (m)any trans men with a desire to compete with natal men?

I'm not aware of any. They usually compete in the women's section. So sometimes TMAM and sometimes (when it suits them) TMAW.

There is one well known TM who swims professionally with the men. Never wins mind. Many TM probably do wish to compete with the men, but simply can't qualify.

I think they're proposing that all transpeople of either sex compete in the open category, alongside people of either sex who are not transgender.

Looks like we need more open category sports!

Rather vague on transmen.

Common sense would say TM should be alright in the women's category and technically wouldn't be "self identifying" into it anyway, seeing as they're already female?
The obvious issue would be if a TM is taking T which is a performance enhancing drug. Then it's a no-no. In fact shouldn't a TM on T theoretically be banned from the men's category too?

Do amateur sport clubs even check if people are on performance enhancing drugs anyway? Probably not.

As transmen have female bodies and, as long as they are not taking performance enhancing drugs like testosterone, they can continue to compete in the female categories, if they choose. All the transmen and non binary people born female who competed at the Tokyo Olympics, competed in the female category.

I'm not sure this is fair though. The poor men with hurty feelings who want to win as women will need to compete with fellow men. How will they feel pouting, head tilting and forming hearts with their hands obviously womening abilities next to men?
